Trump’s AI action plan launches a new era for US tech policy by cutting data center red tape, stripping federal guidelines on diversity, and focusing on rapid innovation and infrastructure for national dominance in artificial intelligence.

The Trump AI plan sets out to eliminate what the administration calls outdated rules, rapidly expand US capacity for artificial intelligence, and position the country as the hub for global AI innovation.

The White House released its "AI Action Plan" Wednesday, which highlights measures to ease regulatory requirements for AI data centers and remove federal diversity, equity, and inclusion (DEI) guidelines from AI oversight.

A key directive leaves no ambiguity: “To win the AI race, the US must accelerate infrastructure, not slow it down with red tape.” The initiative mandates that AI data centers—the backbone of modern AI—receive fast-tracked approval under newly loosened interpretations of environmental and construction laws.

Federal agencies are instructed to roll back permit delays and allow development on federal lands—regardless of earlier restrictions in acts like the Clean Air and Clean Water rules.

"Building tomorrow’s AI economy requires removing barriers and unleashing America's innovation," the administration emphasized in the plan.

DEI Guidelines Axed, Free Speech Designated as Priority

The administration’s blueprint eliminates references to DEI, misinformation, and climate change across federal procurement and AI risk frameworks. Agencies including the Department of Commerce and NIST now direct their focus on “protecting freedom of speech in AI systems,” giving priority to content-neutrality and openness.

The plan instructs federal contracts to be awarded solely to “frontier large language model developers” who commit to algorithms and models free of what the document calls “engineered social agendas.” Guidelines for evaluating neutrality or objectivity have not yet been specified.

A senior administration figure was quoted:

"AI systems must operate without ideological bias or mandated social narratives—freedom of expression comes first here," reflecting the plan’s stance throughout.

Rapid Data Center Growth, Semiconductor Revival, and Export Controls

Another major pillar involves pushing sharply increased investment in key hardware, notably semiconductor manufacturing. The administration’s position holds that reclaiming chip fabrication is not only an economic strategy but a national security imperative. Provisions are being put in place to support fast-track construction of both data centers and advanced chip facilities.

The plan also calls for expanding the US grid, with mentions of harnessing nuclear fusion and fission to meet the soaring energy needs of large-scale AI infrastructure—initiatives meant to “stabilize the grid while growing AI capacity.” Under the new policy, federal lands will be opened up broadly for energy and AI use.

Export controls and AI standards reflect a protectionist axis as well. Federal agencies are instructed to tighten the export of AI systems, hardware, and related intellectual property, ensuring that “American AI technology leads globally and is not replicated by competitors.”
